The City of Phoenix (City) is seeking to enter into agreements with highly qualified consultants to conduct observations utilizing the Home Visit Rating Scales-3 (HOVRS3) tool for their Head Start Birth to Five Programs Home-Based option. The Agreement will commence on or about January 1, 2023 for a 5-year term.
