The City of Phoenix invites sealed offers for outside counsel legal services for a three-year term, with one three-year option to extend, commencing on or about July 1, 2025, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later. This solicitation is available through Arizona Relay Service 7-1-1. Please call TTY 800-367-8939 for assistance. Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement. The City Attorney of the City of Phoenix requests detailed information concerning the qualifications and hourly rates of attorneys or law firms willing to provide legal services as outside counsel to the City of Phoenix and affiliated entities. The City Attorney intends to establish a list of qualified attorneys and law firms ("Counsel List") from which outside counsel will be selected to provide legal services on an as-needed, case-by-case or matter-by-matter basis through a Letter of Engagement ("LOE"). The Offer by the qualified attorney or law firm to furnish legal services at the rates provided in the Area of Law/Rates attachment must remain fixed for the entire term of the offer and acceptance period until accepted by the City Attorney. These rates will also remain fixed for the duration of any LOEs entered into during the initial three-year term until case or matter completion. The City Attorney may enter into a three-year contract for legal services "Agreement" with a qualifying attorney or law firm. The execution of an agreement does not guarantee that any case or matter, or any minimum number of cases or matters, will be assigned to any particular attorney or law firm. After the execution of an Agreement, the City Attorney may assign a case or matter to an attorney or law firm through a LOE. The LOE will set forth the scope of retention, confirm the rates applicable to the specific matter, and may designate the specific attorney(s) to provide the services required. Solicitation responses must be submitted in a sealed envelope, unless otherwise specified in the Solicitation. The response must clearly identify the Company Name and Address, Solicitation Number, and the Bid Opening Date and Time. It is the Bidder's responsibility to include the number of copies specified in the Solicitation.
NOTE: The City of Phoenix will NOT accept responses submitted after the Date and Time stated in the Solicitation, nor will the City of Phoenix accept responses submitted by fax or e-mail, unless otherwise specified in the Solicitation.
