Additional Information

1.1. The City of Phoenix (City) is seeking high-quality, individualized, and developmentally appropriate center-based educational services for children from birth to three years old. Educational services must be provided by highly effective instructional staff in accordance with the Head Start for School Readiness Act of 2007, Head Start Program Performance Standards of 2016 (HSPPS), and the Head Start Early Learning Outcomes Framework: Ages Birth to Five (ELOF). Through this solicitation, the City will create a Qualified Vendor List (QVL) of qualified vendors. The initial term is February 1, 2025, through June 30, 2026, with one-year options to extend each July 1 until June 30, 2029.
